If the user is unable to log in using the SSO button, confirm that they are on-campus or logged in to their VPN. If NO, give them the following SR.

If you are not on the USPTO network, you will need to navigate to the Learning Center login page https://doc.csod.com/ and use the right side of the login page to enter your direct Learning Center username and password. You will not be able to use the SSO button to log on.
