Thank you for contacting USPTO CLC End-User Support. We understand that you were having access issues with an outside site called USPTO Public Training Portal. We at Live Support are actually only available to provide guidance around the internal USPTO Commerce Learning Center portal. We did, however, look up the site you are referencing: http://usptotraining.gov/index/html

We found there is info on the homepage for support for that site that will be your best resource:

To create an account, click the 'Request a new account' link above. Complete the information and you will be provided access to the Training Portal.
