If a user has recently come back (within the last month), respond:
Thank you for your follow-up. Based on your information, the USPTO Administrators would like us to convey:
User accounts in the DOC USPTO LC take on average 2-4 weeks to be created. If the user has been recently hired or has recently returned during that time frame it could be that their account has not been created or reactivated. In this case, please let the user know that it takes this amount of time for an account to be created and that they should automatically receive an account creation email notice and login instructions once the account has been created.
If a user has been back to agency past one month: Escalate to Thom with that info.

I understand you requested your LC Login details. We currently see that you have an ‘Inactive' account. We can work with your USPTO LC Administrators to fix this for you. I just need to gather some further details:
1. Are you a returning employee or returning/new contractor to USPTO?
2. If so, when was your return/start date?
